In an interview with Gamasutra, Obsidian CEO Feargus Urquhart has discussed the influence that the Fallout 3 mod scene had on the development of Fallout: New Vegas.
"It was a good place for us to start, to look at all of the strange things [the PC mod scene has] been doing," Feargus said "Even just to help us learn this engine and see what it can do."
The optional 'hardcore mode' (in which players will need to eat and drink to survive, and Stimpaks will heal over time rather than instantly) sounds like it owes a lot to Obsidian's investigation of popular mods. "A lot of it was the hardcore stuff," says Feargus "What's great is that we can put that in as something that people can turn on, and now they get to have the game that they want."
New Vegas' greater selection of guns and ammo was also influenced by the changes modders had made to Fallout 3. "With the ammo, people were just making tons of guns, so it must be that people like guns."
