Sony have registered a trademark for "PS Cloud," leading to speculation as to its nature.
We've had a look at the patent, and it prominently mentions "cloud computing data center management software."
Of course, it also mentions just about everything else, from "providing an on-line video game that users may access through the internet," to "providing information about rental of electronic magazines and books."
Kotaku speculate that this could be an OnLive-style system, or potentially something that hosts preferences and saved games on servers, meaning that you could play your PS3 games at the same place where you left off on any machine.
Personally, we'd put our money on the latter.
